Special Envoy Sergio Rodríguez y López-Ros was born in Spain and has old Portuguese origins. He holds a PhD from the Ramon Llull University -proposed for the Extraordinary Doctorate Award- and graduated from the Autonomous University of Barcelona. He then specialized at the London School of Economics and the Massachusetts Institute of Technology.

Rodriguez performed his military service in the Spanish Arapiles Regiment (twinned with the British Royal Lancers) and in the Major State, where he received the Distinguished Service Diploma. Later he made an internship in the organizing committee for the 1992 Summer Olympics, receiving the Olympic Volunteer Medal.

He has served as the Coordinator of the House for a City of Knowledge within the City Council of Barcelona and a Consultant to the EU bodies EACEA, TAIEX and REA, even as Consultant ad casum the Pontifical Council for Migrants (Holy See) and to the Commission of the Bishops’ Conferences of the EU, as well as Commissarius Extraordinarius appointed by the Catholic Church in Spain. He as been also head of The GeodeIA Project of Google Europe (Ireland), Board member of the World Organisation of Former Pupils of Catholic Education (Holy See) and member of the Groupe de Recherche Islamo-Chretien (Paris).

Rodríguez was initiator the bilateral agreements on the Instituto Cervantes between the Kingdom of Spain and the Holy See, Italy, San Marino and the Sovereign Order of Malta. He participated in one of the feasibility reports of the EU FRA (Vienna), was Scientific Advisor to the Congress of the 650th anniversary of Real Colegio de España in Bologna and co-founder of the European Federation of Roma Youngsters (Vienna). He has been also Ambassador collaborator to the Fundação Rei Afonso Henriques of public cooperation (Spain & Portugal) and President of an EUNIC cluster (EU).

After being part in the Spanish Foreign Service in various destinations, he has been Pro-Rector of the Abat Oliba CEU University and Board member the Committee of the Xarxa Vives d’Universitats (Spain, France, Italy and Andorra), as well as correspondent fellow of the Royal Academy of History (Spain) and foreign fellow of the Academy of Sciences of Bologna (Italy), received in the same session with Habermas and Giddens.

Committed philanthropist, he supports many entities, especially regarding youngsters. Rodríguez is also committed to rural development in the Portugal-Spain border area, in his family seats, through two family foundations established in Bragança and Zamora. He also maintains his family’s honorary patronage to the Parish of San Antonio Abad de El Toboso, Toledo, through support to local initiatives.

In the Sovereign Order of Malta Foreign Service, after serving as Counselor of the Embassy to the Republic of Albania, he was appointed Special Envoy for New Forms of Exclusion related to Artificial Inteligence on 2 April 2020, becoming the first Techno Diplomat appointed. From 23 June 2025 on Rodríguez y López-Ros has been Ambassador Extraordinary and Plenipotentiary of the Sovereign Order of Malta to the Principality of Andorra, assuming also previous tasks on Digital diplomacy.

For his services he has been decorated, apart from the Sovereign Order of Malta, by the Kingdom of Spain, the Holy See, the Italian Republic, the United Kingdom, the Kingdom of the Netherlands, the Republic of Costa Rica and the NATO.

In addition to his diplomatic functions, the Ambassador is Executive and Advisor in GCS, ESG, CSR & AI for large foundations and international holdings, as well as Consultant to the European Commission and member of the Jury of the Princess of Girona Awards of the Royal Household of H.M. King Felipe VI of Spain.
